Which Sibelius version are you using? For my GCSEs I used Sibelius 1, which was awful (and why they still haven't fixed the bug that transforms a simple dotted crotchets into umpteen hemi semi demi quavers is beyond me). A slip of the mouse gives you something incredibly crazy ledger line notes (RED OUT OF RANGE! NO SH*T?!)
Sibelius 5, which still does this and drives me apesh*t. I do not want 4 quaver rests when a minim rest will do nicely and won't get me in trouble with my tutor for ignoring all the score prep lessons last year. I'm having to double check everything to make sure I don't make mistakes like this. And the fact that there are people on my course who've been using it for years and know all the ins and outs of it and can make it look easy doesn't help.
There is a Sibleius 6 out, but it needs an update of some kind in order to run files from older versions. I'm not too computer literate so I can't say exactly what the problem is, but everyone here is advised to use 5
